What is a compliance certificate?

A compliance certificate is a record that captures the moment a campaign cleared its required checks. It states which checklist was applied, that every item passed, and the time the decision was made, so the clearance is preserved rather than left as a transient state.

The reason a certificate matters is evidence. Months after a campaign runs, a team may need to show that the right review happened before launch. A certificate, paired with an audit trail, provides that proof without anyone reconstructing it from memory. It also gives the people who own compliance a simple artefact to point to, rather than asking them to interpret a long log of individual events.

A certificate is only meaningful if it is tied to a real, enforced check. A certificate that can be issued without the checks passing proves nothing. The value comes from the certificate being generated only on a genuine pass of an enforced gate.
